Italy's solar subsidy scheme struggles to absorb southern investment

Italy's €262 million photovoltaic self-consumption subsidy programme for southern businesses has approved 566 projects, yet more than €200 million in funding remains unallocated, according to PV Magazine. The scheme, administered by the Ministry of Environment and Energy Security (MASE), was designed to accelerate renewable energy adoption among small and medium-sized enterprises in Italy's less-developed regions, including Puglia.

The gap between available capital and claimed funds points to structural barriers in the southern energy transition. Businesses in agricultural, tourism and light-industrial sectors—the backbone of Puglia's economy—often lack the technical expertise, upfront capital or administrative bandwidth to navigate subsidy applications. The scheme requires detailed project planning, environmental assessments and proof of installation capacity, steps that favour larger, better-resourced firms over the family operations and cooperatives that dominate rural Puglia.
