EU's €3 parcel duty tests Marche's e-commerce sellers as tariff takes effect

The European Union is imposing a €3 duty on parcels valued under €150 entering the bloc, effective July 1, according to The Local Italy. The measure is designed to stem a surge in low-value packages, mainly from China, that have flooded EU customs with paperwork and cost. But the tariff's real impact will ripple across European small traders and manufacturers who rely on cross-border sales to compensate for domestic market saturation.

For Marche's dispersed network of small producers—shoemakers, furniture workshops, leather-goods artisans, mechanical-parts suppliers—the duty creates new friction at a moment when export margins are already compressed. Many Marche firms sell directly to EU customers via e-commerce platforms or their own websites, particularly to Germany, France and the UK. A €3 per-parcel duty sounds modest, but for a shoe manufacturer shipping a single pair of loafers across the border at €45 retail value, the tariff reduces net margin and makes the transaction less competitive against domestic EU alternatives.

The tariff targets imports, not European intra-EU trade, meaning Marche sellers shipping within the bloc should not face the duty directly. But the measure signals Brussels's intent to raise the cost of non-EU imports—a strategy that indirectly supports European producers. For Marche firms, the question is whether the tariff will drive customers away from cross-border purchasing altogether or simply compress their margins further as they absorb the cost to remain competitive.
